A new bill named Animal Welfare (SB 932) was recently introduced by Senator Lauren Book (D-Broward) to the Florida Senate on February 17th. The bill aims to enhance pet safety by changing transportation guidelines for dogs. If passed, several practices that involve relocating dogs would become illegal, such as letting a dog sit on the driver’s lap while the vehicle is in motion, allowing a dog to ride on the front of a motorcycle, transporting a dog on the running board, fender, roof, or trunk of a vehicle, or transporting a dog on a trailer towed by a vehicle.
Under the proposed legislation, dog owners would be required to place their pet in a crate that is appropriate for their size. Alternatively, they could opt to buy a car-approved harness or pet seat belt or have an additional passenger restrain the dog for the duration of the trip. The proposed legislation also prohibits dogs from extending their head or any other body part outside a vehicle window while the person is operating the motor vehicle on a public roadway.
Additionally, the proposal offers guidelines for crate travel when dogs are being transported in the back of a pickup truck. Any person who violates these guidelines would face the possibility of having their license revoked and could be fined up to $5,000.
